The .ie ccTLD (country code Top Level Domain) is a managed domain name run by IE Domain Registry Limited, that is empowered to issue .ie domains. The IEDR are the only organisation that can administer the .ie domain suffix. They will then issue domains directly to the public or through domain name resellers such as ourselves.
